In March 2021, Rockstar made a change that removed the episodes as a separate product, so now only GTA IV is available as a complete edition that includes both Episodes from Liberty City. I had erroneously assumed I owned this for PS4 as well, but it turns out I do now. Picked up the Steam version for $5.99 on sale though to compensate 🙂
